New Highway Technology Revealed: Massive MLFF Rollout Targets 200 Plazas

Indian Highways Management Company Limited (IHMCL) plans to issue tenders in FY27 for implementing Multilane Free Flow (MLFF) tolling at around 200 toll plazas across India. The tenders will be released in bundles, with each package covering about 10 to 12 toll plazas.

For FY26, the National Highways Authority of India(NHAI) aims to deploy MLFF systems at about 25 national highway toll plazas, with contracts already awarded for 16 locations. NHAI plans to implement MLFF on all national highways with more than four lanes by June 2028. In greenfield Build Operate Transfer projects, MLFF will be operational from the first day of commercial operations, while in Toll Operate Transfer projects it will be implemented within one year.

To strengthen toll compliance, the government amended the Central Motor Vehicles Rules, 1989 in January. Under the new provisions, vehicles with unpaid toll dues will not receive a No Objection Certificate for ownership transfer, vehicle transfer between states, Certificate of Fitness renewal, or a National Permit for commercial vehicles until all dues are cleared.
